I'm having problems putting DSL onto my 64MB memory pen.  I've tried following the instruction here only to find it won't work and the link comes up with an error.  Someone did say how it can be done using the live CD, the only problem is that when I tried to do what it said it refered to a menu option that I couldn't find.

So how exactly do I install it to my pen drive?  It shows up as SDA1.

You didn't say which version of liveCD you are running. Probably need to grab the latest version to get the new features and corresponding menu. Especially the pendrive installs. Or download the desired pendrive install kit from the current section of the download sites.

Should I just use a floppy where I can and use the live CD to access files on the USB pen when I can't?

You can boot a DSL usb pendrive via three methods:

(1) You can boot it simply by plugging it in if your BIOS supports direct USB booting.
(2) You can create a DSL usb boot floppy disk and use it to boot the drive.
(3) You can use the DSL livecd to boot the drive, using a boot command like:

dsl fromhd=/dev/sda1 frugal

at the boot prompt.
