You need the language file (.xpi)
http://releases.mozilla.org/pub/mozilla.org/firefox/releases/
For example DSL 2.0 uses Firefox 1.0.6

Juste download the file, you should be asked to install the language package.

I followed your instructions but after restarting firefox I still see the program in english

you may use this command:-

/usr/local/bin/firefox -UILocale fr-FR -contentLocale FR
