User Feedback :: cpio does not create archives?

Is this some type of limited functionality cpio ? No -o option seems provided, only extract and list.

cpio in DSL is part of Busybox, so you're probably correct that it has limited functionality.
If you need a full-featured cpio, maybe it is in the gnu-utils mydsl package. I don't know for sure.
