User Feedback :: Create DSL application

Can we create a DSL application from any open source /freeware application and submit it to myDSL. Is it permitted? any idea.

(for e.g. we have mplayer.dsl, tcltk.dsl..)

can we create without any intimation to the original application developers or

anything need to be done?
