Whether or not a package could be made for DSL depends largely on the license of the software. As you have removed the link, and i don't keep a browser history (and I have a short memory) I don't recall what the software was, so I can't say if it's "free software" or "freeware". There is a huge difference in many cases. I do remember that it was labeled as "freeware" on the developer's website, and they also offer a commercial version of the same software. This makes me guess that it is probably not free software and probably not something that could be distributed as a mydsl package. This is just a guess, but the "freeware" label is usually applied only to proprietary software that is distributed at no cost...not really free software that can be redistributed, examined, and modified. There are exceptions, of course. The Opera web browser, for example, is closed-source software but redistribution is allowed.

That is something I can relate with. Personally I find Apache, as well as many other very popular open source projects, to be well over the line of acceptible when it comes to small, fast software. My personal preference for a web server is lighttpd, which is less complicated and much smaller than apache.
