It would be annoying, in my opinion, to see EVERY new user get welcomed automatically. From what I've seen in the last many months is this welcome is reserved for the more appropriate situations where a new user posts just to say "I've just started using DSL/Linux and think it's interesting/fun/useful/yaddayadda".
