I tried "sudo mv filename.jpg ~/.flutebox/backgrounds" but I got the output "unable to rename 'file.jpg': no such file or directory"
you don't need sudo. Its .fluxbox, not .flutebox

you can use emelfm or install rox. I don't even use the command line unless i have to.

Every time I reboot the wallpaper reverts back the original wallpaper of the "style" or "theme."  How can I stop that?
change the line in the styles that points to the old backgroud to point to the new. looks like this-> rootCommand: xsri --scale-width=100 --scale-height=100 ~/.fluxbox/backgrounds/endlessblue.jpg

Where are the styles located?

Edit: duh, in the /.fluxbox directory.
