Other Help Topics :: programming wallpaper thing

i want to make (unless there is already something that does it)
a simple gui for the bsetbg command. to change wallpaper.

[this is a text field for file location] [browse]
[scale] [set wallpaper]

whitebox does it with more options. but i mean just a very small piece of software. if there already one? would anyone do it for me? what would i use to make such a thing (perfer with a gui and like Vbasic (because that was easy) )
