when i ve changed the name of te be1-latin.kmap.gz into be.kmap.gz it worked.
I work with dsl 0.7.2

There is no be1-latin1 listed when I ran kbdconfig.

The kbdconfig is debian and supposed to be dynamic in building the selections from the directories starting at /usr/share/keymaps/i386

Note also you can simple exit X and use the command line:

loadkeys be-latin1
