A cloop is a compressed loopback device, which is used to mount the KNOPPIX file and UCI extentions.  DSL2.3 had 8 cloops, which some people saw as a serious limitation with the growing number of uci packages being made.

So that means it only pertains to the 'Live CD' version of DSL? It has no effect on a hard-drive installed DSL system, right?

It applies to any installation.  You can mount UCIs just fine in a harddrive install.
