Puppy linux have kernel 2.6.21.5,but requires at least a pentium3 processor to running fast,because kernel 2.6 requires more cpu cycles.

2.6 does not require that much, it just might be that puppy needs that much power for the GUI..

I've used 2.6.20.14 and 2.6.16.27 on a 586 with very nice speeds
