Install XFree86.dsl and you can change it.  60 is apparently hard-coded into the tiny X server that is included with DSL.

I'm having trouble connecting to the internet with dsl. I'm on broadband that requires me to dial through pppoe and I'm so frustrated getting it to work. :/
