RPM is a package manager for RedHat based systems, such as Mandriva and Suse. Debian based systems use the DEB package system. The RPM package manager can probably be installed in DSL, but there's really no need to bother when there is already a better system available with a larger(or so i've read) collection of available titles.
Use the "enable apt" menu item to download and install the DEB package software from the myDSL repository, or install dsl-dpkg.dsl manually. You may also need gnu-utils.dsl for some debian packages. myDSL packages are found here: http://distro.ibiblio.org/pub/linux/distributions/damnsmall/mydsl/
Find debian packages here: http://www.debian.org/distrib/packages I can pretty much guarantee you will find deb packages for your needs.
