I have the same problem on my Inspiron 7000 laptop.  Using either the DSLpanel applet or kbd_mode, I try to change the keymap used... to no avail.  Whatever the keymap I choose, it remains set to the US keymap in effect.  It does, however, actuate my keymap choice somehow, because when I run the applet again, the last keymap I have chosen is on top of the list.

I use the default X server as I boot from CD.  Does this server support alternate keymaps?
