The objective is to set up a simple secure ftp server.  Only authorised users can login - cannot then cd all over the box.

As this is the reason I am looking at DSL it is quite important.

Your best bet is to use apt-get to replace betaftp with a "real" ftpd server that is more configurable, especially when it comes to security.
