With default Qemu you only have access to virtual devices. Might want to check Qemu forums to see if advanced setting or newer version allows such.
Or, much easier, grab vmplayer and get dsl vmx.zip version. WIth this setup you can install to pendrive from within Windows.
But this type of install is for normal DSL booting.
You can just unzip the embedded dsl onto your pendrive. This way, you have both native and qemu capabilites. Try it, it may boot natively, if not then apply syslinux.exe from Windows.
It depends on what you are trying to achieve.
