I'll assume you don't have "Run" access either? (Winkey+R)
If you can create shortcuts, you can make one to qemu.exe by: - opening up dsl-windows.bat in a text viewer - copy the options that appear on the same line after qemu.exe - create a shortcut to qemu.exe, then add the options to it (via properties)
Of course if you can't, you could always download another dos package, or compile/find a program that will launch qemu with the options.
