I figured it out, for anyone wondering you just need to put a password on the boot loader like you normally would, and then if you are using GRUB then add "lock" after the Title line.

not sure this helps, cos i've got a full install, but if you look at /etc/lilo.conf the procedure for setting a boot password is explained. don't forget to run lilo afterwards (sudo lilo), otherwise your modified lilo.conf file won't be installed.

I'm afraid that lilo.conf is not (easily) editable in a frugal install, so I wouldn't go down that path.
