At the very first boot prompt type: install

boot: install

You will get an installation menu, no X, minimum resources used.

I am trying to do a frugal install from the command line. After I type in 'install' at the boot prompt, I get the following displays:

loading linux24........
loading minirt24.gz.............
Ready.

Then everything stops. I waited several minutes but no change. Am I missing something?

You might possibly need to add other boot options just as you would from booting into X.  
You can get the same install menu within the X environment by opening a root shell and typing dslinstall
