I believe so. Possible issues that I can't verify: 1) DSL would need to be booted from floppy or CD if you do not want to touch the first drive at all (meaning adding a Linux bootloader to MBR). I have no idea whether there is a problem with starting linux on a second drive with the CD or floppy. 2) The install scripts may not support a second drive, so you might need to either install Frugal manually, or maybe swap the drives while doing a harddrive install (then probably needing to adust some paths after switching the drives back).
