It is called Smart Boot Manager, and it is on the Debian Installer beta 3 CD (but of course you can find it anywhere else). It is merely a boot disquette that allows you to boot on another device (cdrom...).

It's more convenient to use one SBM disquette than several boot disquettes for several different Linux distros.
