what is the problem, is it modem driver?

Sorry, you don't have a real modem. It is a winmodem. Therefore you will need additional sofware drives, that really should be in the modem.

try all of the available COM ports for your modem

/dev/ttyS0
/dev/ttyS1
/dev/ttyS2
/dev/ttyS3

I know this sounds stupid but sometimes the modems and serial ports get mapped to a different device name than is expected.
