I noticed that too. Each line has roughly the same number of syllables. Also, the short lines make it look like a haiku, or a limerick.

But it doesn't rhyme, and it doesn't make any sense.

I think it was another failed spam attempt, possibly trying to use <b>html tags</b>to link?

I just read it again. I think I understand. His computer got infected with ransomware. He's asking us if he can trust the guy who wrote the ransom note, who offers a program to fix his data for $200.

The answer is: No. You can't trust "virus" writers, nor can you trust extortionists.
