I have dsl on a laptop without an internet connection. I want to install some software on it (above all, latex and lyx). The only way to get data to the laptop is, by burning a cd with packages and copying it from there. How do i install my software (especially latex) that way?

The myDSL browser has an option "install local", click it,
then just browse to your cd and doubleclick the extension to be installed...
