I cannot read the dsl forum from my town library pcs wich has knoppix installed.
It says : u are not permitted to use this board, and I also cannot log in

I'd guess that the library pcs may have cookies blocked, but it's more likely that network has been blocked from the forum for spamming. It's quite possible that one or more machines on that network have been hijacked for "marketing" purposes.
