I just started using DSL tonight and am very pleased with it. After exploring using root I decided to create a user account and operate from it instead.  

Not gonna lie, the desktop on root is pretty sleek.  I wouldn't mind the same for my user account.  However, I can't even get the wallpaper to change.  When I go to DSL-->Desktop-->wallpaper I select my picture file and install (this is when I'm logged in as user).  Nothing happens, I still have the same ugly grey background.

Any help is much appreciated for an silly, basic question.

The "install" button sets the background as the default in /home/dsl/.fluxbox/init.  This has no effect on any user except dsl, and has no immediate effect on the background.  Did you happen to try the "ok" button to set the background?

Keep in mind that there are many parts of the DSL system which were developed for user dsl only.

Does that explain why some of the extensions dowloaded as dsl don't show with other users?

yes.  Menu items and desktop icons are created only for user dsl.  The application, in most cases, should still be available to be run by other users, but that user would need to run it from console or manually create the menu command.
