Is there an app that will list all of the applications on your system and give you a clean, method of uninstallation ? Maybe i should try Synaptic ?

I tried to apt-get Synaptic, but everytime I try to download it i always get an error message:

The following packages have met unmet dependancies:
 synaptic: Depends: libapt-pkg-libc6.2-3-2-3.2
E: Broken Packages

this is not working for me I tried to reinstall apt but it says everything is upto date.
