You mean to
1) Cool water by some device
2) Cool some device by water cooled somewhere

If you want to do 1, then take a fridge and look for the thing that makes cold weather in it ;-) Take it out with all stuff connected and put the cooling something(?) into tank of water :-)
Now you have cold water

If you want to do 2, then do the same like in 1 and connect the tank to pump that will move the water in pipes. Now let the water circulate on the cooled device :-)

How to make water cool :-) ?
You will be cool if you drink holy-water

Oh dear oh dear.......

Shakes head vaguely, avoiding eye contact and wanders off aimlessly.

Some people have too much time on their hands:D

Just remember to think things through before trying to use a regular refrigerator to cool your computer. Fridges are designed to take something warm, cool it down to a specified temp, and keep it there. They do not handle trying to cool a constant source of heat, like a computer processor generates.

Use liquid nitrogen, or phase-change cooling. Peltiers work well too.
