Are you opening a DOS (command) window before calling the dsl-windows.bat file or are you double-clicking on the dsl-windows.bat with your mouse?

If you are not double-clicking with your mouse, try it that way. If it still doesn't work, tell us what version of Windows you are using and if you have complete access rights (like Admin).

I think someone here suggested using a "Windows Compatibility Mode" for something like Windows98 in the Right-Click Properties window.
