Run Level 3 issue

Config:
Windows XP with embedded DSL on a USB thumb drive.

I set up DSL to boot to run level 3 and it comes up fine but when I ctrl + alt back to windows and then try to use DSL again it is locked up. I have the same issue when booting to run level 5 and exiting the x interface and then switching windows. However I don't see the issue when I am in x and switch windows. Any ideas on how to fix this? Thanks.

Click twice anywhere inside the DSL window to return focus.

Press the ALT key.
Release the ALT key.

Press the CTRL key.
Release the CTRL key.

Hopefully, the virtual keyboard events will then be back in sync.
