What diredtory do wallpaper pictures go in to? And how do you keep that walpaper active after reboot? (when installed on the hard drive)

Use the wallpaper tool.
From menu Desktop->Wallpaper
From the deskop DSLpanel Icon, click Backgrounds

Press Help button for directories where the backgrounds are stored.
