Try running dselect and change source to, say, testing, and updating the sources and see if that changes something.

Sometimes "apt-get -f install" may help.

Building Dependency Tree... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
 synaptic: Depends: libapt-inst-libc6.3-6-1.1
           Depends: libapt-pkg-libc6.3-6-3.11
Depends: libcairo2 (>= 1.2.0) but it is not going to be installed

Depends: libgtk2.0-0 (>= 2.8.0) but it is not going to be installed

I had a problem like this in with DSL-N. Since (I believe) DSL is based on Debian oldstable then maybe the best thing is to check that /etc/apt/sources.list points to oldstable, then try:

apt-get update
apt-get install debconf
apt-get -o APT::Force-LoopBreak=true install perl
apt-get install apt-utils

and see if that fixes the problem.

(Reading database ... 14413 files and directories currently installed.)
Preparing to replace dpkg 1.10.10 (using .../archives/dpkg_1.13.22_i386.deb) ...
E: Sub-process /usr/bin/dpkg received a segmentation fault.
root@box:/home/dsl#

it is the same for every package, i use force, but italways do that.

I wouldn't recommend replacing it...
