When I met that very same problem on a regular HD install (from DSL 3.0), I activated apt-get and run an apt-get install --reinstall csh for it was supposed to be there even for apt-get.
Now I have switched to a frugal install with /home and /opt on a separate partition and I assume that such an apt-get will be swept by the next reboot. I haven't seen csh among the proposed extensions either (which is logical if it is supposed to be already here).
What should be my next step (toward running csh scripts of mine)?

apt is not related to the dsl extensions.  It was probably originally there, but stripped out.

You could always create your own extension if you want to.
