I used the suggested method of setting up dial-up.
dial-up PPP -> config
I set the port to com 3
used the login name and number provided by my isp
when I select dial a terminal window opens
I think its /var/log/messages
I also noticed after selecting dynamic dns no nameserver entries were entered into /etc/resolv.conf
I plan to add those manually.
anyway thats where I am at. oh yeah I ran ifconfig in a terminal window and only the loopback address was listed.
so I am assuming that there was not a connection made. if there are any suggestions from anyone I would appreciate it.

I also added the ip addresses of my nameservers manually (to my /etc/resolv.conf file) the first time I set this up.

As I am using a pcmcia card, I located the correct port # using 'cardctl -info'

If you use the static nameserver option (when you do the setup) you will likely not have to do that, as the ip addresses will be added automatically. At least that is the way that it worked out for me, the second time I set the connection up.

I found out that cardctl was for pcmcia cards and I am using a pci modem. I did get a little further this time.

I looked in the scripts and it seems that nameservers are added to a file in /etc/ppp/resolv/ and added to /etc/resolv.conf possibly. I was using the wrong port apparantly. /dev/ttyS0 was the correct one even though COM3 is used in windows. i checked dmesg and found a reference when the system booted up to /dev/ttyS14, I am wondering if I need to link /dev/ttyS0 to /dev/ttyS14? I did notice addition messages in the message window however the connection failed. I did manually enter the nameservers. but I think the difference was  using the correct port. but I think my modem [ agere systems PCI soft modem ] might be a windows modem and might not be supported.

*one thing I would like to add, when I set up the configuration I added "at&t" that was a bad thing the [&] i forgot puts things into the background. so try to leave out the &
when I left it out I got further.

if there is any suggestions out there that could steer me in a different direction I would appreciate it.
