I was thinking, can I use DSL to host a usb 2.0 external hard drive on my network by using an old computer with DSL on it?

Yes, with either NFS or Samba.  Both are available as extensions.

Both are huge CPU eaters though - ftp would be much better for an old comp, if you can manage with it

..or you could use Robert's suggestion for sshfs to mount a folder(s) and share it.
