It's supported for Lucent (Agere) Winmodems in DSL 2.0 and above.  This is how I set up my connection:

1.  Right-click on the desktop and go to System, Net setup, dial-up PPP.

2.  Click Config in the PPP Dial window.

3.  Press Enter on Create a connection.

4.  Type anything that describes your connection, press Tab, and press Enter.

5.  Press Down, Space, Tab, and Enter to select dynamic DNS.

6.  Press enter on the next screen

7.  Type your username for your connection and press Enter.

8.  Type your password and press Enter

9.  Press enter on the modem port screen.

10.  Press Tab and Enter to select Tone.

11.  Enter your phone number and press Enter.

12.  Say no to the question about autodetecting the modem and press Enter.

13.  Change the port to /dev/ttyS14 (case sensitive), press Tab, and press Enter.

14.  On the properties screen, select Finished and press Enter.

15.  Press Enter on the next screen.

16.  At the main menu, select Quit and press Enter.

17. Enter the description as made in step 4 and click Dial.

If that doesn't work, the problem could be the following:
-Your ISP requires a proprietary dialer (AOL, NetZero, etc.)
-Your modem chipset might be different than Lucent (Agere).
