It is user controllable via the existing .xtdeskrc
There you will see a new section called Layout.
To turn off the manager and go back to pre1.3 set Cols  0

You can play with these settings adding more or less columns to achieve different layouts.

You can also change the spacing between the icons with the Width and Height settings.
These are the only user controllable settings.

The layout is alphabetical with the base icons being before the extensions by the convention of base icons being in Caps and extensions in lowercase.

After playing with 1.3 and re-reading roberts' original post, I take it it's not a "snap to grid" when dragging icons around, just that when new icons are added they put themselves in the next available position in the original grid?

Snap to grid would be a cool feature, but I guess that would be something that would have to be implemented by xtdesktop itself.
Any way of getting the xtdesktop developer(s) involved in DSL's future development?

You can drag around the icons and "mess up" the desktop and then select Desktop>Icons Only and the icons will go back (snap) into proper position. Its as close to having it all without hacking xtdesk which I have no interest to do.
