The sndconfig program does have issues... Rumor has it that a later version, available via apt-get, does not behave this way... Other options are sound-card specific... We would need to know the brand/model of your sound card to assist you further...
As a start, try typing "modprobe sb" in a shell... then restart X, with ctrl-alt-bksp, then startx... If you see the wmix app in the lower hand corner, your very close...
Other options to try are using the "insmod" command with the driver for your soundcard... They are located in your "/lib/modules/2.4.22xfs/kernel/drivers/sound" directory...
Do the boot options "fb800x600" or "dsl vga=normal" help with your 800x600 vs 1024x768 issues on laptops?
