On my computer it doesn't toggle the window border, only removes it permanently so I just have to restart the application.

Does this only happen on my machine? is this fixed in DSL 2.0/2.1?

It works for me.  I'm using DSL2.1 but as far as i know the same fluxbox has been in DSL since the beginning, or very close to the beginning, and i have never had trouble with toggledecor in the past.
It might be dependent on the application?  Maybe it's not getting focus when you try to get the decoration back.  Are you using DSL embedded?  I could see hotkeys being trouble in that situation.
