is it possible to configure fluxbox virtual desktops so only a  specific program is launched from  3 of them , for instance Virtual desktop2 launches rdp , VD3 putty, VD4 nxclient or something of the sort.

You'll need to use fluxbox devel to do that.  The fluxbox stable version in DSL doesn't have this feature.
With flux devel you can set which desktop to use for particular applications with the apps file.
