As far as I know, the right-click menu in DSL's jwm was hacked in, mainly just for the sake of consistency with the right-click behavior in fluxbox (people like me keep right-clicking when we forget which window manager we're using ).
It seems as though there is only one menu in JWM, so i'm not sure if what you are asking can be done without modifying the program itself. It might be possible, though. I'll look into it next time i load JWM.
I like the idea of having multiple menus from which to choose. I use hotkeys to launch my most-used programs, but there are still quite a few that are left as menu items. It would be nice to have a separate menu with 10-20 occasionally-used apps on it to prevent having to delve into multiple submenus. There is at least one small window manager that will let you use this behavior, but at the moment i can't recall what it was. Of course it's possible to build your own menu with a lua script, but i'm not sure if it could be tied to a mouse click.
