I am runninq an HD installation of DSL, and everything else I have tried to install has worked perfectly.

It's probably just a failed download. I downloaded XFree86-devel yesterday without trouble. ibiblio isn't the most reliable server from what I've seen.  I'd try it again, or use wget -c <url> to try to resume the failed download.
