small in size
quick to start
one workspace

If you want the ultimate minimal WM, try twm or swm. Both are well under 100k.

DSL uses Fluxbox 0.1.14.  It's small, quick, and can easily be limited to a single workspace.  XPM support is not there until the more recent devel versions of Fluxbox (0.9.11 is in the mydsl repository and 0.9.13, which is much faster than 0.9.11, is in limbo until I get around to recompiling it).
I think Twm has pixmap support, and it's very small and fast, so this might be your best bet.

Apart from that, I honestly don't know of any quick-to-start window managers that use pixmaps....the whole pixmap loading into memory thing is one of the reasons many window managers take a while to start.

If you decide the pixmap support is not necessary, there are other very tiny window managers in the repository...evilwm and ratpoison, and i'm working on a wmii extension.
