Well, after some reboots I saw, that I can write ö ä ü in bash and before x startet a keyset was loaded. I delete the entry from bootlocal.sh and now it works! 
BUT: In XChat I can write ö ä and ü but i can't receive them. In the serverwindow is written: "ICONV Conversation from character set 'ISO-8859-1' to 'UTF-8' is not supportet". When I start XChat from bash it says: "Gdk-Warning **: Error Converting from UTF-8 to String: Conversation from Character set 'UTF-8' to 'ISO-8859-1' is not supported". But how can I install the ISOs and/or where can I change the default system character set?
