Thanks everyone for your help with CDW.  I have been able to get it to work at least sometimes.

However, I'm finding that my computer's recognition of the external CD burner (connected to a USB port through a USB hub) is flaky.  Sometimes, (as shown by "cdrecord -scanbus"), it's on scsibus 2,0,0; sometimes 1,0,0; sometimes 0,0,0; and sometimes not recognized AT ALL.  When my computer stops recognizing my external CD burner, I'm able to remedy things by rebooting, but burning CDs is STILL hit-or-miss.

Why exactly does this keep changing?  How can I get the external CD burner to stay on the same scsibus?  And what causes the CD burner to drop out of the scsibus altogether sometimes?
