All of your requested needs are available thru DSL.. The kernel is from the 5-17-2004 version of knoppix.
You should be able to easily add the iptables from the repository. see iptables.dsl or rc_firewall.dsl , both have the latest "woody" unstable debian versions of iptables..
Most of perl, the "monkey" web server, FTP server, ssh, dhcp client, and nic support is already in the 50MB DSL distro..
Does your hardware support USB booting? DSL runs great from a USBKey, and can handle routing in the ramspace..
There are also many apps and items you could strip from DSL, replace with the iptables, DHCP server, etc, and remaster.. Search the forums for "remaster"...there are many threads.. You could configure your router, remaster, then loadup from the read-only disk..
For some really small stateful secure router/firewalls, have you looked at the floppy based ones like Freesco or LRP ? Check out www.freescosoft.com for a wealth of apps you can add to your basic iptables firewall. Most run from floppy read-only, and could easily fit in your biosspace.
