First I'd just put the CD in and reboot, and see if it detects it as bootable. If so, it may boot automatically or ask you to press a key to boot to cdrom.
A good number of machines will tell you, as you begin to boot up, what you need to do to get into bios. Generally it is a message which says something like "Press <KEY> for setup". Otherwise you may need to consult the documentation for your specific motherboard. Once in bios you'll need to find the setting for "boot sequence". Again, where this is located depends entirely on your bios.
if you're running a live CD all you need to do is reboot (remove the CD when asked), and you'll boot back into windows.
I don't know diddly about embedded DSL....i don't have windows =o)
