Can i change passwords of users? Can i create a user that will not go into x windows (just stay in run level 5) with the same permissions as DSL? Can I create another user that has root permissions?

*Can i change passwords of users?
Yes.  Use the "passwd" command.

*Can i create a user that will not go into x windows (just stay in run level 2) with the same permissions as DSL?
Remove "startx" from /home/username/.bash_profile.  This is for runlevel 5, which is actually text mode, but with the startx command issued at login it automatically puts you in X.  I believe runlevel 2 is single-user mode.
Same permissions as dsl will be difficult since there can be only one user with a given userID, and therefore only one user can have ownership of a file.  Closest thing i can think of is to add the new user to the group "staff".  You still won't get all of the same permissions on dsl-owned files, but it's close.

*Can I create another user that has root permissions?
Not really.  You can add a user to the root group, but you'll have the same situation as above....you don't have unlimited permissions to all root-owned files.  There's really no need for this anyway.  If you want root power, log in as root.

sudo usermod -G group1,group2,group3,... username

Be aware that if the user you are editing is in a particular group, and you do not list that group after -G, he will be removed from the group.
Look in /etc/group to see the groups and the users in them
