That may be because the PCI bus only operates at either 66 (pci 2.0) or 133 (PCI 3.0) mb/s (that's megabits, not megabytes, folks) and not the 480 mb/s that the USB 2.0 or 2.1 spec calls for. A true USB 2.0 or 2.1 bus has to link directly to the northbridge of your mobo to accomplish these speeds.
Long story short, you can't get real usb 2.x speeds off of a pci bus.
