You can't change it in Windows as far as I know, but if you know how to enter the BIOS setup for your computer you can change it there. While the system is booting, and before the OS splash screen, repeatedly tap 'Del', 'F1', 'F2', and possibly 'F10'. The most common is 'Del', and it should bring you to the BIOS setup screen. From there, find something about 'Boot Order', 'Boot Sequence', or the like, and change it so that CD is before or above the hard disk.
